ST. AUGUSTINE, Fla. (WFLA) — “No shoes, no shirt, no problem” proved true for deputies with the St. Johns County Sheriff’s Office. They chased a barefoot, shirtless man through the streets before stopping him with Stop Sticks and a PIT maneuver.

In early June, concerned citizens informed police of a suspicious man. He was near a shopping mall in St. Augustine. Deputies quickly located the man, 27-year-old William Middleton. They observed him driving erratically, going the wrong direction, and throwing trash out of his window.

When a deputy tried to stop him, he continued driving. In fact, he slammed on his brakes multiple times and even gave the officer his middle finger. Middleton continued to flee at high speeds, swerving through busy streets. He also narrowly missed head-on collisions with other drivers.

Finally, deputies were able to deflate the right tires with stop sticks. They then brought the vehicle to a stop with a PIT maneuver. Middleton emerged from the car barefoot, shirtless, and with salsa music blasting in the background.

A high-speed chase through Milwaukie and Portland early Friday morning ended with the suspect, identified as 42-year-old Loony John Franklin Toon of Portland, fleeing on foot after firing shots at pursuing officers.

The incident began around 2:45 a.m. when a Milwaukie police officer observed a dark-colored SUV weaving between lanes on SE Hwy 224.

After stopping the vehicle on the 11000 block of SE Oak St., officers discovered Toon had an active felony warrant.

Due to the seriousness of the warrant and the potential for escape, officers placed a spike strip under the SUV’s rear tires and positioned their patrol vehicles to block any escape.

Toon, however, reversed the SUV into a police vehicle and sped away, running over the spike strips and reaching speeds of 80 mph. During the pursuit, Toon fired multiple shots at the officers from the vehicle.

Fortunately, no officers were injured, and no police vehicles were struck by bullets.

The chase concluded on the 2600 block of SE Tacoma St. in Portland when the SUV, driving on deteriorating rear tires, came to a stop. Toon fled the scene on foot, going into the East Moreland golf course, while a female passenger remained and cooperated with the investigation.

A 29-year-old Gering man, Montell Red Bear, recently faced numerous charges. Specifically, these stemmed from three separate vehicle pursuits within a four-hour span back in April. However, he has now agreed to a plea deal, thus avoiding a trial.

Scottsbluff Police reported an officer attempted to stop Red Bear. This was primarily because they knew his license was suspended. Despite this, the suspect sped off. The initial chase was called off when speeds on residential streets exceeded 50 miles per hour. Subsequently, two hours later, the car was spotted again, and another stop was attempted. Similarly, that pursuit was also terminated due to the same dangerous circumstances.

During a third pursuit that very night, stop sticks were deployed. Consequently, the car finally became disabled after it was driven with three flat tires.

Red Bear pleaded guilty last week to a single count of Felony Operating a Motor Vehicle to Avoid Arrest. Meanwhile, three other counts were dismissed. He’ll return to court on July 18th for sentencing before Judge Andrea Miller.
